I actually thought this year was pretty weak, but I’m not into a ton of the games that released this year. Haven’t gotten a new game in months, but I’d have to say my top game that actually released this year is probably Resident Evil 7 or Prey. Dishonored 2 was a big disappointment for me.

1. Assassin's Creed Origins 2. Hellblade 3. The Surge 4. Total War: Warhammer 2 (could probably be higher; waiting for them to iron out the combined map) 5. RE7 6. Mass Effect Andromeda (actually really liked this despite the vitriol and my dislike of DAI) 7. Evil Within 2 8. Wolfenstein 2 9. Destiny 2 10. Injustice 2
Disappointments:
Nioh (overstays its welcome by about 40-50 hours and doesn't have the enemy variety or level design to justify it) Outlast 2 (linear, boring, not scary) Prey (maybe I'm not the target audience but I was bored after a few hours) Cuphead (mediocre game carried by its incredible art; not fun to actually play imo)
Also I was a little disappointed with Evil Within and Wolfenstein despite the fact that they're both on my top 10 list. EW2 wasn't scary nor as pervasively weird as the first one; every area in EW1 felt strange and hostile and some of the antagonists actually made my skin crawl. Wolfenstein 2 is a fun game, but the story is half-baked and seems like it only exists to set up part 3. Nowhere near as good as TNO, which was my GOTY in 2014.

Horizon: Zero Dawn is my GotY without a doubt. Stunning graphics, enjoyable gameplay, strong characters, a world worth exploring, and a clever, unique story. I didn’t play anything else that came close.
Other games I enjoyed: Uncharted: The Lost Legacy (not sure it counts as it’s a DLC) Everybody’s Golf (fun until it gets too difficult) Life is Strange: Before the Storm (the first chapter was perfect, I still need to play the second and the third is yet to be released) Fifa 18 (I’m an addict) Resident Evil 7 (some of the bosses were excruciating but it was great for a single play-though otherwise)
There’s still a few games that came out this year that I want to check out: Persona 5, Gran Turismo Sport, Nier, Yakuza 0 and some indies.

I'm personally in the mindset that if it releases as a standalone DLC then it can be considered for Game of the Year.

Really the only games that came out this year that I finished was The Legend of Zelda: Breath of the Wild and Fire Emblem: Shadows of Valentia; haven't a current gen system outside of the Galaxy style 3DS, and too much of a backlog for my 3DS and Vita to really keep up. :s

I don't think I played any games that came out this year, but also I was without a TV for 6 months.

Horizon: Zero Dawn is my GotY without a doubt. Stunning graphics, enjoyable gameplay, strong characters, a world worth exploring, and a clever, unique story. I didn’t play anything else that came close. Horizon Zero Dawn was amazing and it makes me sad that so many people will miss out since it a console exclusive. I'm hoping that they make it into a movie because that was the first time in a while, that i was floored by some of the plot reveals (like finding out what project Horizon Zero Dawn really is...!!!!). Great characters (Sylens was great if you are fan of The Wire) and Alloy becomes such an endearing/comedic protagonist throughout the story (especially when she catches on to the true nature of the world and has to go along with everyone still believing).

Horizon: Zero Dawn for me. I have well over 80 hours in the game after this latest DLC, and while the story elements aren't exactly shocking, I was still sucked in. The gameplay is incredible and extremely rewarding, and I never got sick of battles. Plus, the game aesthetically is amazing.

It will have to be Horizon: Zero Dawn for me too. looking at roughly 90+ hours without the dlc. Still haven't beat the game just running around killing things.
